Fatal shipwreck calls Australia's refugee policy into question

The second such incident in less than a week comes on the heels of an announcement that Australia won't accept new boat arrivals.

Another boat filled with Australia-bound asylum seekers has sunk off the coast of Indonesia. The incident, which has left at least nine people dead, comes almost two weeks?after a similar incident saw the drowning of a 1-year old boy.?

These most recent tragedies throw Australia?s controversial refugee policy into the spotlight, particularly after Prime Minister Kevin Rudd?s announcement last week that all refugees arriving by boat would be turned away.

In this latest incident, authorities believe 204 asylum seekers ? mainly from Sri Lanka, Iran, and Iraq ? boarded a small ship that was only intended to carry 150 passengers in the Indonesian coastal town of Jayanti, reports the Associated Press. The boat, which was headed toward Australia, sank nine hours into the trip. Initial reports indicated that survivors told rescuers there were only about 100 life jackets onboard and that when the boat went down, people who didn't have life jackets clung to pieces of wood.

Indonesia is a popular starting point for refugee hopefuls, as it lies just over 300 miles away from Australia?s Christmas Island.

So far, 189 people have been rescued while nine are confirmed dead, including three children. It is uncertain how many people are still missing.?

Australia is no stranger to tragic incidents involving desperate asylum seekers trying to gain access to the country.?Just two weeks ago, a boat carrying almost 100 migrants, many women and children,?sank off the coast of Christmas Island, reports The Christian Science Monitor. And a 1-year-old baby boy was among the victims.

Since 2009, more than 800 people have drowned trying to make it to Australia, according to figures from the Department of Immigration. Refugee advocates claim the number is much higher because it doesn?t take into account boats that have disappeared without a trace after setting out from the Indonesian island of Java.

Refugee policy is a controversial and oft-debated issue in Australia. The country's history of accepting refugees has come into conflict with concerns over the steep increase in boat arrivals and the implications for Australia?s economy and sovereignty. However, opposition parties have argued that the government's tough stance on the issue has incentivized the use of smugglers, who cram refugees onto boats of dubious quality.

Mr. Rudd announced on July 19, that all refugees arriving in Australia by boat would be transferred to a processing center in Papua New Guinea, where they would remain if their claims were accepted, according to a separate Monitor story last week. More than 15,000 asylum seekers have travelled by boat to Australia this year so far.

Rudd, who came to power last month after unseating former Prime Minister Julia Gillard, has not always held such a hardline position. In 2008, he closed down the offshore refugee processing centers on Nauru and Papua New Guinea that former Prime Minister John Howard had opened as part of his much criticized ?Pacific Solution,? wrote the Monitor in 2009. Instead, refugees were diverted to Christmas Island, where their asylum claims were heard on Australian territory.

But in the face of increasing boat arrivals, the Australian government reopened the offshore detention facilities in 2012. Now, Rudd has hardened the already controversial policy, in a move that has been harshly criticized ?by human rights groups, with Amnesty International accusing it of shirking its moral obligations to help the world's most vulnerable people,? reports Reuters.

The policy change comes ahead of upcoming elections in November, where the issue of asylum seekers is sure to be important. However, this most recent sinking has not changed Rudd?s stance, according to the BBC.

Mr Rudd said that the sinking underlined the need for a policy shift, saying the government had to send "a very clear message to people-smugglers to stop sending people by boat to Australia."

"We are seeing too many drownings, we are seeing too many sinkings, too many innocent people being lost at sea."

Mid-East peace talks to resume in Washington

Israeli and Palestinian negotiators will resume peace talks in Washington on Monday, the US State Department has announced.

The talks, stalled since 2010, follow months of shuttle diplomacy by US Secretary of State John Kerry.

The statement came hours after Israel approved the release of more than 100 Palestinian prisoners.

The release ? which split the Israeli cabinet ? is to take place in stages over several months.

US State Department spokeswoman Jen Psaki said the initial talks would begin on Monday evening and continue on Tuesday.

She said Mr Kerry had called Israeli Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas on Sunday and they had agreed that the talks would ?serve as an opportunity to develop a procedural work plan for how the parties can proceed with the negotiations in the coming months?.

Ms Psaki suggested the initial talks would be to chart a way forward rather than try to tackle the thorny issues between the two sides.

Major sticking points include the future of Israeli settlements on the West Bank, the status of Jerusalem and the fate of Palestinian refugees.

The issue of settlement-building halted the last direct talks in September 2010.

Settlements are considered illegal under international law, although Israel disputes this.

Mr Kerry said in a statement: ?Both leaders have demonstrated a willingness to make difficult decisions that have been instrumental in getting to this point. We are grateful for their leadership.?

The BBC?s Katy Watson in Washington says that in the five months that Mr Kerry has been secretary of state he has visited the region six times in an effort to restart talks, so today?s statement is seen as a big step forward.

However, these are talks about talks and although a welcome development it is still very early days, she adds.

Earlier on Sunday, the Israeli cabinet approved the release of Palestinian prisoners by 13 votes to seven.

Some 104 long-term prisoners will be released in four stages over a number of months, linked to progress in the peace process.

Sunday?s cabinet meeting was delayed by an hour as Mr Netanyahu sought support for his proposal.

?This moment is not easy for me, is not easy for the cabinet ministers, and is not easy especially for the bereaved families, whose feelings I understand,? he said shortly before the meeting.

?But there are moments in which tough decisions must be made for the good of the nation and this is one of those moments.?

The cabinet also approved a draft bill requiring a referendum for any peace agreement with the Palestinians that involves territorial concessions.

Mr Netanyahu?s office said it was important that every citizen voted directly on such historic decisions.

Hostage-taker, six others killed in Florida apartment shooting

MIAMI (Reuters) - Seven people were shot and killed at an apartment building in a Miami suburb early Saturday, including the suspected gunman who was holding two hostages when a SWAT team moved in, police said.

The hostages were rescued unharmed, Hialeah Police Sergeant Eddie Rodriguez told NBC News.

The standoff began on Friday evening during an argument between the gunman and the husband and wife who ran the apartment complex. Their bodies were among the six found after the SWAT team moved in on Saturday morning, police said.

The gunman lived in a fourth-floor apartment with his mother, the Miami Herald quoted the landlords' daughter, Shamira Pisciotti, as saying.

The couple, 78-year-old Italo Pisciotti and 68-year-old Samira Pisciotti, went to the unit to discuss a problem with the gunman, who opened fire and killed them both, their daughter told the newspaper.

Three other victims were found shot to death in that building and one was walking into a building across the street when the gunman shot him from a balcony, police said.

The shooter was barricaded inside a fifth-floor apartment with the two hostages when police negotiators made contact with him during the night. The SWAT team swarmed in after the talks broke down about 2 a.m., the Herald said.

The apartment complex in the blue-collar, mostly Hispanic community housed about 90 families.

NASA's Garver Proposes Carving Piece Off Big Asteroid For Near-Earth Mining

Apparently the idea is to send a robot to a larger asteroid than originally planned, carve out a chunk of it, and then bring it to lunar orbit for an crew of astronauts to visit in an Orion space ship. Garver's proposed change would widen the number of target asteroids and would test technologies important for asteroid mining. But it would also increase the complexity and certainly the cost of the asteroid mission. There are a lot of unanswered questions, such as what kind of mechanism would be involved in taking a piece of an asteroid and moving it? At the same conference Garver had hinted at a willingness to consider mounting a program of "sustainable" lunar exploration, as some in Congress have demanded, concurrent with the asteroid mission."

Do you have a classroom pet? ?Maybe you have a guinea pig, fish, or a snake. ?Maybe you don't have a pet, but you want to have one. ?Did you know that taking care of a classroom pet can help teach your students responsibility and can also be an engaging motivator ("When you finish your assignment, you can pet Lulu"). ?The downside to having a classroom pet is that they are expensive at first: buy the pet, the cage, the treats, the accessories, the food, etc. ?Once all of that up-front cost is taken care of, you may only need to continue purchasing food and litter, depending on the animal.

The tank already has a filter system and came with a thermometer. ?I had to buy rocks and I bought some plants and decor. ?

Here it is all set up in my classroom. ?My kids love the Spongebob pineapple house! ?They think it's hilarious! ?

Even without fish, it makes a soothing noise and I'm already enjoying it. ?The secretary at my school has a freshwater pond in her yard with these pretty little guppies with red tails. ?I'm hoping she'll maybe give me a few, then I won't have to worry about taking fish on the ferry. ?Otherwise, one of the other teachers I work with vacationed on Kauai a couple of weeks ago and a pet shop there mailed a beta fish here to Lanai. ?It went to the post office and all. ?So, I could do that, too. ?Since I got the tank for free and I got money off on all the set up, I would be willing to pay a little more for a fish. ?Hopefully the secretary will just give me one, though :)

Germany's Energy Storage Subsidy Is No Solar Miracle

In April, we asked if a German subsidy on energy storage could replicate the German solar miracle -- but for batteries and energy storage systems this time.

The answer is "no," at least with the subsidy and process in its current form.

In fact, according to Christoph Ostermann, CEO of Sonnenbatterie, there were fewer than 500 applications for the energy storage loan as of two weeks ago. Markus Hoehner, CEO of Hoehner Research and Consulting Group, confirmed that the number was limited to a few hundred applications by mid-June.?

The long-threatened energy storage subsidy was introduced on May 1. Loans come from German government-owned development bank KfW, and the 30 percent subsidy on the battery system is financed by Germany's Federal Environment Ministry with a reported grant fund of $65 million.?

The same reason that the German solar tariff works so well is precisely where the storage subsidy fails and creates a bottleneck, according to Ostermann. While the process for participating in the German solar feed-in tariff is straightforward and light on paperwork, the process for the energy storage subsidy verges on American in its utter complexity.

The energy storage system is meant to be used in tandem with distributed solar installations with storage systems developed in Germany; the funds come with a maximum size requirement of 30 kilowatts. The batteries must have a warranty of at least seven years to gain the subsidy. Another requirement is that the PV installation must send 60 percent of its capacity to the grid over the lifetime of the plant. The battery subsidies will apply retroactively when connected to solar systems installed in 2013, according to reports in PV Magazine.

Presumably, the initial battery systems will be lead-acid technology, which might give way to lithium-ion or other emerging battery formulations as prices fall.

As to why a homeowner on a very stable electrical grid would want to generate and store electricity, Ostermann said the German residential customer is fed up with high electricity prices and wants independence from the utility. In the U.S., the motivation often seems to be the desire for backup power for when the grid goes down for technical reasons or during natural disasters -- as well as a hedge against utility pricing. As Hoehner put it, while the solar industry in the era of high feed-in tariffs was ?all about making money,? the new era of falling feed-in tariffs and falling solar panel prices has shifted the emphasis: ?It?s all about saving money,? he said.

Jeff St. John notes that because the typical German home uses far less electricity than the typical U.S. home, 4.5 kilowatt-hours is enough to ?keep the power on all night long.? That?s important for a customer seeking energy independence as an end goal, rather than sizing their battery system merely for backup power when the grid fails.

Clooney, Bullock lost in space in 'Gravity' trailer

Anyone complaining that Hollywood movies are full of too many quick edits will definitely feel the pull of Alfonso Cuar?n's ("Children of Men") newest film, "Gravity." The movie, which stars Sandra Bullock and George Clooney as stranded astronauts, will unspool at a relatively leisurely pace ? just 156 shots over two hours, according to Film Stage.

But that doesn't cut down on its thrill value, as evidenced in two new trailers: Clearly, this is a film that will leave audiences (and its characters) breathless.

In the first trailer, part of the film's 17-minute opening sequence, Bullock and Clooney are two astronauts working outside a space shuttle when debris and "meteorological conditions" destroy the spacecraft around them. Bullock is left spinning violently while still strapped to a detached arm of the space station while Clooney dashes around (at least, the kind of dashing one does in while in a space suit) trying to help. Bullock unhooks herself from the arm and goes hurtling into deep, empty, dark space. Focusing on her panicked breathing, that's where the second trailer picks up.

The movie promises to be both claustrophobic and expansive, as Cuar?n follows on Clooney's and Bullock's characters stranded in space with no link back to Earth, with a limited supply of oxygen. It also promises to be a roller-coaster ride of a new sort ? if one paced at a reasonable level.

"Gravity" opens in theaters on Oct. 4.

As elections loom in Australia, prime minister shuts door on refugees

But no sooner had he made his announcement, news broke of a major riot on the remote Pacific island of Nauru where more than 150 asylum seekers have been protesting for weeks over delays in having their applications for refugee status in Australian assessed.

There were conflicting reports as to whether Mr. Rudd?s announcement triggered the riot. Quoted by local media, guards at the processing center where asylum seekers are held, said 300 of the 500 detainees had escaped and that parts of the complex were on fire. There were reports that at least 15 guards have been injured and that a number of interpreters and medical staff were held hostage for an hour before being released.?

With local police overwhelmed by the scale of the disturbance, one Nauruan politician went on television calling for any able-bodied volunteers to head for the processing center.

Australians have grown used to seeing riots at detention centers for asylum seekers such as the those on Nauru and the Australian territory of Christmas Island, the main disembarkation point for boat people sailing from Indonesia. The debate over how to stop the arrivals has polarized the electorate.

Refugee advocates see the latest riot on Nauru as a taste of things to come, now that Australia will be sending asylum seekers to the small island of Manus, off the northern coast of Papua New Guinea, for processing. Those found to be genuine refugees will be settled in that country. Those rejected will be sent home or to a third country.

?If Papua New Guinea wants to see into the future, it should look at what is what is happening on Nauru right now,? says Ian Rintoul, spokesperson for the Refugee Action Coalition.

Mr. Rintoul says the prime minister?s announcement today that Australia was closing the door for good on asylum seekers was a sign that ?he would do absolutely anything to gain electoral advantage over the opposition." Rudd is expected to call an election?on Sunday, using?his new hardline approach to dealing with boat arrivals as one of his signature policies.

Under pressure from refugee advocacy groups, Australia?s immigration department earlier this month agreed to remove women and children from the detention facility on Manus Island because it was deemed to be "too remote" and under-resourced. Now the facility on Manus will be expanded from its current capacity of 600 to 3,000 people under a deal reached between Rudd and Papua New Guinea Prime Minister Peter O'Neill this week.

But if today?s riot on Nauru is any indication, such a policy is fraught with danger. Papua New Guinea suffers from entrenched poverty, high levels of crime, rampant corruption, and poor standards of healthcare. Burdening the country with the added problem of resettling thousands of refugees is likely to harm the host country as well as those whose desperation led them to flee their homelands in the first place.

The gamble may pay off for Rudd by securing him a second term as prime minister, but it could come at a high cost for Australian foreign relations in years to come.?
